Exemplary schools have demonstrated high performance or high progress for all students and the Targeted Achievement Gap Group (TAGG). A student is in the TAGG subgroup if he is a member of one of the following subgroups: Economically Disadvantaged, Students with Disabilities and English Language Learners. Exemplary schools must also meet their Annual Measurable Objectives for all ESEA subgroups. The ESEA subgroups are African American, Hispanic, White, Economically Disadvantaged, Students with Disabilities, and English Language Learners.
Achieving schools test at least 95 percent of their students. The all students group and the TAGG meet their annual achievement targets or growth targets. If the school is a high school, the all students group and the TAGG meet their annual graduation rate targets.
Needs Improvement schools either test less than 95 percent of their students or miss the achievement and growth targets. A high school will be Needs Improvement if it does not meet the graduation rate targets.
The Non-TAGG group in a school is made up of all the students who are not members of the TAGG. Achievement gaps were calculated by subtracting the three year TAGG percent proficient and advanced in math and literacy from the Non-TAGG three year percent proficient and advanced in math and literacy within each school. If the number of students in a school’s Non-TAGG group was less than 25, the median of all schools’ Non-TAGG (88.8%) was compared to the school TAGG.
Needs Improvement Focus schools include 10% of Title I schools with the largest TAGG/Non-TAGG achievement gaps. Non-Title I schools with commensurate magnitude gaps as the Title I schools identified were also identified as Needs Improvement Focus schools.
Needs Improvement Priority schools include 5% of Title I schools with the lowest performance over a three year period. Non-Title I schools with commensurate low performance were also identified as Needs Improvement Priority schools.
