Title I, Part A - Neglected Services


Title I, Part A provides supplemental resources to local education agencies to help schools with high concentrations of students from low-income families provide high-quality education which will enable all children to meet the state student performance standards. Title I, Part A supports campuses in implementing either a schoolwide program or a targeted assistance program. 


Under the recent legislation of No Child Left Behind (NCLB), Title I, Part A is to support high poverty schools in providing opportunities for children to acquire the knowledge and skills in the State content standards and to meet the challenging State performance standards developed for all children. Title I, Part A supports schools in implementing either a school-wide program or a targeted assistance program. These programs must use effective methods and instructional strategies that are grounded in scientifically based research. In addition to serving students in public schools, districts are obliged to serve students who would be eligible in the public school, but are attending non-public schools. Districts must also serve students in the facilities for Neglected and Delinquent children with Title I funds. 

In Arkansas all eligible neglected facilities receive Title I, Part A funding.  Title I Part A (Neglected) funding is to support eligible neglected facilities that provide the majority of its students' educational services within the local school districts who have been placed by the courts due to abandonment, abuse, or parental neglect. Title I, Part A funds are used to provide education and funding for students who reside in these Neglected programs.  The nature of their placement dictates whether they attend school in a public or secured, in-house setting.

Arkansas Department of Education’s (ADE) Responsibilities regarding Title I, Part A funds:

  • Provide Technical Assistance-mainly to District, but to the Facility as needed
  • Answer Questions Regarding Use of Funds
  • Monitor District & Facility
  • Ensure an Agreement has been Created Between the District & Facility
  • Serve as Liaison between District & Facility
  • Determines Amount of Allocation for Neglected Facilities in Arkansas

Facilities responsibilities regarding Title I, Part A funds: 

  • Complete the Annual Neglected & Delinquent Survey
  • Complete the Evaluation (Needs Assessment) for the Program
  • Submit Reports, Data, & Other Information as Requested by the District or ADE
  • Communicate at least Annually, but Consistently with District

District responsibilities regarding Title I, Part A funds:

  • Complete Annual Needs Assessment
  • Have a Consultation with the Facility & Document Expectations
  • Submit all Reports, Data, and Other Information in Timely Manner
  • Provide Technical Assistance to Facility
  • Provide a Copy of Complaint Procedure for District & the Title I Complaint Procedure from ADE
  • Provide Information Regarding Contract/Agreement between District & Facility
  • Complete “application” for Title I, Part A funds via ACSIP
  • Complete Updates in ACSIP and provide notice to Federal Programs office
  • Maintains record of services provided and funds expended with Title I, Part A funds


Funding is generated for Title I, Part A is determined through a formula based on census counts.  Preliminary amounts are released by the United States Department of Education (USDOE) by May of each year. The Financial Grants Management office of ADE completes final allocations by beginning of August. The Neglected Institution Allocations notice follows and indicates which school districts receive a portion of the Part A allocation for a local institution for neglected children. These funds are to be used to provide Title I services to children residing in these institutions. Please keep a record of services provided and funds expended. This list indicates which institution is located in the school district and the amount of money the eligibles in the institution generated. The funds generated by the neglected eligibles have already been included in the total Title I allocation for the district.

Use of funding is determined via collaboration between the district and the facility and based on the most recent needs assessment.  


In order for students of facilities in Arkansas to receive services provided with Title I, Part A funds, the facility:

  1. Must be licensed by the Arkansas Department of Human Services (ADHS)
  2. Must be defined as a neglected facility based on original charter or mission statement approved by facility board
  3. Must be in “good standing” with DHS’s monitoring office
  4. Must have at least ten (10) students who are eligible for services during the reporting period; all students must be between the ages of 5 – 17
  5. Must have completed the Neglected and Delinquent Survey by appropriate deadline
