Under the recent legislation of No Child Left Behind (NCLB), Title I, Part A is to support high poverty schools in providing opportunities for children to acquire the knowledge and skills in the State content standards and to meet the challenging State performance standards developed for all children. Title I, Part A supports schools in implementing either a school-wide program or a targeted assistance program. These programs must use effective methods and instructional strategies that are grounded in scientifically based research. In addition to serving students in public schools, districts are obliged to serve students who would be eligible in the public school, but are attending non-public schools. Districts must also serve students in the facilities for Neglected and Delinquent children with Title I funds.
In Arkansas all eligible neglected facilities receive Title I, Part A funding. Title I Part A (Neglected) funding is to support eligible neglected facilities that provide the majority of its students' educational services within the local school districts who have been placed by the courts due to abandonment, abuse, or parental neglect. Title I, Part A funds are used to provide education and funding for students who reside in these Neglected programs. The nature of their placement dictates whether they attend school in a public or secured, in-house setting.
Funding is generated for Title I, Part A is determined through a formula based on census counts. Preliminary amounts are released by the United States Department of Education (USDOE) by May of each year. The Financial Grants Management office of ADE completes final allocations by beginning of August. The Neglected Institution Allocations notice follows and indicates which school districts receive a portion of the Part A allocation for a local institution for neglected children. These funds are to be used to provide Title I services to children residing in these institutions. Please keep a record of services provided and funds expended. This list indicates which institution is located in the school district and the amount of money the eligibles in the institution generated. The funds generated by the neglected eligibles have already been included in the total Title I allocation for the district.
Use of funding is determined via collaboration between the district and the facility and based on the most recent needs assessment.
